There's a further problem with the EMA: it is only paid if a minimum number of hours are done. This means that students only wanting to do 2 subjects have to do a 3rd or they don't get the payment. The result is that they don't care about the 3rd subject and the classes get disrupted as a result.

I'm a long-term train user and I share your frustration. Trains urgently need more carriages and lower prices and even then only a fraction would be tempted out of their cars. It's only going to get worse too.

It's the problem with means testing in general. Even when the will is there, it's just too difficult to create a fair system that works for everyone. For the level of complexity needed, the losses in fraud and honest mistakes, and the cost of administration, it would be cheaper and easier just to give the same money to everyone and deal with means more…

As I said in my intro I will talk about NVQ's and any other subject that takes my fancy.
